IPCC submits file to prosecutors over death of man

The police watchdog has sent a file to the Crown Prosecution Service regarding the death of a man who was restrained and arrested by police officers in a city centre.

Thomas Orchard, 32, was taken to hospital after officers became worried that he seemed “unresponsive”. He was treated for head injuries and died in hospital a week after the incident in Exeter, Devon, in October [2012].

The Independent Police Complaints Commission said the file of evidence related specifically to one officer and to the level of force used. Devon and Cornwall police have placed six officers and members of custody staff on restricted duties.

The IPCC said: “On 3 October 2012, Mr Orchard was restrained and arrested in Exeter on suspicion of a public order offence and was taken at about 11.10am by police van to custody at Heavitree Road police station.
