The Independent Police Complaints Commission has identified “collective and organisational failings” in the Metropolitan police’s treatment of a teenager who was murdered by her ex-boyfriend after telling them she feared for her life.

Arsema Dawit, 15, was stabbed to death close to her home near Waterloo station by Thomas Nugusse on 2 June 2008. The couple met at church and dated, but after Dawit ended the relationship Nugusse became obsessed and threatened to kill her.

Nugusse, who was 22 at the time, confessed to Dawit’s murder in a 999 call. After his arrest, he twice tried to kill himself, leaving him brain-damaged and unable to enter a plea. He was convicted in May last year.

It cannot bear the hallmarks of timely or equitable justice when the State takes five full years to deliver a satisfactory explanation to a family, when a vulnerable relative has been deprived of their liberty and they then die in unexpected circumstances whilst in NHS care.

“I would like to extend our condolences to Mr. Rahel’s family and assure them that we will do all we can to help them answer any remaining questions they might have in relation to his untimely and tragic death five years ago.

We are continuing to work with the Trust, which was responsible for the service at the time, to ensure that we, with their help, are able to address any unanswered issues to ensure that all possible lessons are learned and shared for the benefit of future patients and their families.

Serious assault by police on Wolverhampton woman

On 30th June, 2010 Jennifer Cooper of Wolverhampton, was walking down the street outside her home taking some food to her diabetic mother who lives just a few doors away.

Without any warning she received a forceful kick in the back so that she fell forward sustaining injuries.

This is her account to us. As she lay curled trying to protect herself she was repeatedly kicked by her attacker, a well built Asian male. She was struck on the head, the genitals and other parts of her body.
