Mark Duggan’s mother: police report is ‘another slap in the face’

The mother of Mark Duggan, who was shot fatally by police, has described Wednesday’s report from the police watchdog clearing the officers of any wrongdoing as “another slap in the face” for her family. Pam Duggan said the family had cooperated with the Independent Police Complaints Commission, but had been “let down again”.

The IPCC report said Mark Duggan – whose 2011 shooting in Tottenham, north London, sparked the worst riots of recent times across cities and towns in England – was probably in the process of throwing away a handgun when he was shot.

The surging protest movement in the US centres upon two cases of black men killed by the police: Michael Brown, the unarmed teenager from Ferguson, Missouri, who was shot dead by police in August, and Eric Garner, the Staten Island man killed in July in a chokehold by New York Police Department officers, who had arrested him on suspicion of selling cigarettes.

After Ferguson, new focus on race and policing

Last month’s fatal shooting of an unarmed African American teen by a white police officer after a street confrontation in Ferguson, Missouri, has drawn a new focus on other such cases throughout the U.S., amid protests and demands by civil rights leaders for investigation of racial bias in aggressive policing.

Barely a week after Michael Brown’s death in Ferguson, police in nearby St. Louis shot and killed Kajieme Powell, a mentally disturbed 25-year-old black man who held a small steak knife. Two police officers fired within 15 seconds of arriving at the scene where Powell was walking around, seemingly aimlessly, with his hands at his side.
